Is my payment protected in PERCEPT BOUNTY 3?

Separately, a promoter cannot take more than 10 percent of the price before signing a registered agreement for sale (section 13). Neither rule guarantees completion; they limit how far your money can travel from the project.
How do I read the complaint cases filed against PERCEPT BOUNTY 3?
