Reason as filed by the promoterThe most essential row material i.e. sand was not available in the market for a long time. The non-availability of this essential row material created desperation on the part of the building contractor. The building contractor as well as the Promoter did suffer financially because of the stoppage of the then full swing ongoing work. Owing to the stoppage of the then full swing ongoing work for a long time, which was agreed to be done by the building contractor at a specific agreed rate, could not be continued by the building contractor at the specific agreed rate when the sand was finally made
