Ask how much parking a building needs in Maharashtra and there are two answers, because the code computes it in two steps and the second one depends entirely on which authority the plot sits in.

The two step calculation

Chapter 8, Regulation 8.2.1, UDCPR as updated 30 January 2025* states the method in one sentence: the total parking requirement for a building is worked out as per Table 8-B, and then the factor in Table 8-C of Chapter 8, Regulation 8.2.2, Off Street Parking Requirement for Various Planning Authorities/ Areas is applied to arrive at the required parking.

That structure is the whole chapter. The base table is a national-looking schedule of requirements by occupancy and size; the factor table is a state-specific judgement about which places should be asked for how much of it.

Two rows deserve to be read slowly.

The 40 to 80 sq m band is one car per two flats. That is 0.5 car spaces per flat before any city factor is applied, and it covers a large part of what actually gets built in Maharashtra.

Below 30 sq m of carpet area the requirement is zero cars. Not a reduced figure, none. The scooter requirement remains, and the 5 percent visitor parking still applies, but the code does not ask for a car space for the smallest flats at all.

Table 8-B carries the other occupancies too. Lodging establishments and hotels need one car and four to six scooters for every five guest rooms. Restaurants need eight scooters per 50 sq m of carpet area, with one car outside a congested area and none inside. Hospitals and medical institutions need two to three cars and ten to twelve scooters per ten beds, plus space for one ambulance where the hospital is a special building. Assembly buildings need four cars and sixteen scooters per 40 seats, and multiplexes five cars and fourteen scooters per 40 seats.

Warning

Work a single example through both tables and the spread becomes concrete. A 60 sq m flat sits in the 40 to 80 sq m band, so Table 8-B asks for one car per two flats, or 0.5 per flat.

In Pune, Pimpri-Chinchwad or Thane Municipal Corporation the factor is 1.00, so the requirement stays at 0.5 car spaces per flat. In a Nagar Panchayat or a Regional Plan area the factor is 0.40, so the same flat requires 0.2 car spaces.

That is two and a half times more parking for an identical building, decided by the authority rather than by the design. For a land buyer comparing two sites across an authority boundary, parking is one of the largest differences in what the plot has to give up, and it is invisible in the base table everyone quotes.

The physical requirements

Chapter 8, Regulation 8.1, Parking Spaces* and Chapter 8, Regulation 8.1.1, General Space Requirements set out what a parking space actually is.

Several conditions travel with those figures and each of them changes a layout.

  • Location is open. Parking spaces include basements, a floor on stilts, a podium, upper floors, covered or uncovered spaces, a separate building on the plot, or lock up garages. The stilt must be at least 2.4 m from the bottom of the beam, and stack parking may go up to 4.5 m.
  • The area is exclusive of circulation. Drives, aisles and manoeuvring space do not count towards the requirement. Drive width is a minimum of 3.00 m for motor vehicles and 2.00 m for scooters.
  • Composite parking is allowed. One car with two scooters may be permitted, and six scooters' parking may be converted into one car parking, with drives and aisles sized for the whole composite arrangement.
  • A bus bay is required for schools, multiplexes, malls, assembly buildings and group housing as special buildings, and for housing specifically where the scheme has more than 500 flats.
  • Basement parking needs two ramps, of adequate width and slope for entry and exit, preferably at opposite ends, with one of them able to follow Chapter 9, Regulation 9.12, Ramp*.
  • Spaces must be paved and clearly marked for the different types of vehicle.

Where parking may go, and what it costs

Regulation 8.1.1(viii) governs the interaction with the rest of the code, and two of its clauses matter more than the others.

Parking is additional to the marginal open spaces, and those margins may be used for parking provided a minimum of 3.0 m around the buildings, or 6.0 m for a special building, is kept clear of parking and of loading and unloading. Parking adjoining the plot boundary may be covered on top with sheet roofing so long as that does not infringe the marginal distance to be kept open, and the roofing must not extend over land set aside for tree plantation.

A lock up garage is parking that costs FSI. Clause (c) states that parking lock up garages shall be included in the FSI calculation, and Regulation 6.7(f)(ii) says the same thing. That sits against the general position in Regulation 6.8(ii), which excludes a stilt, podium or basement used exclusively for parking. So how a project houses its cars decides whether the parking is free.

Mechanical, hydraulic, stack parking and parking towers may be placed at 1.5 m in the side and rear margins, subject to a clear driveway of 6.0 m for fire and rescue appliances, a 9.0 m turning circle around high rise and special buildings and 3.0 m for non special buildings, and a two hour fire rated dead wall where the structure touches the building. Fire protection follows the storage building requirements of the National Building Code.

Loading and unloading spaces are separate again: one space per 1000 sq m of floor carpet area, or fraction of it above the first 200 sq m, of not less than 3.75 m by 7.5 m, capped at four such spaces for office buildings and six for others.

What to check

  1. Find the tenement size band first, because Table 8-B keys on carpet area and the bands are not evenly spaced.
  2. Then find the authority's factor, since it moves the whole quantum by up to two and a half times.
  3. Add the 5 percent visitor parking to every residential calculation.
  4. Decide where the cars go before finalising FSI, because a lock up garage is counted and a stilt used exclusively for parking is not.
  5. Check the 500 flat bus bay threshold on any large housing scheme, then read the projections rules for what else may occupy the margins the parking wants to use.

Where the filings come in

That is what the code requires. What promoters actually file is a separate question, and the answer is in the register, where the provision filed per flat turns out to track the code's minimum closely and most projects do not fill the field in at all.
