The permission file goes to a different desk depending on what kind of area your parcel is in, and UDCPR says which desk by name.

The short answer. UDCPR does not have one signing officer. Chapter 1, Regulation 1.3, UDCPR as updated 30 January 2025*, definition 14, defines "Authority" separately for six kinds of area: the Municipal Commissioner for a corporation, the Chief Officer for a council, the Chief Executive Officer for a Zilla Parishad or a special planning authority, the Metropolitan Commissioner for a metropolitan development authority, and the Collector of the District for a Regional Plan area.

What changes this answer

Three things, and all three are checked before the definition is even reached.

Whether UDCPR applies at all. Chapter 1, Regulation 1.1* excludes nine categories of area by name, including Greater Mumbai, MIDC, NAINA, Jawaharlal Nehru Port Trust, Hill Station Municipal Councils, the Chikhaldara notified area, eco-sensitive regions notified by MoEF and CC, and Lonavala Municipal Council. Inside those, a different code and a different authority apply. The applicability map works through the full list.

Whether a city-specific chapter applies. Chapter 10 carries separate regulations for fourteen named authorities, including Pune, Thane, Nagpur, Nashik, Navi Mumbai and Kolhapur, and those displace the general chapters in their areas.

Whether it is a Town Planning Scheme area. Chapter 1, Regulation 1.1* applies UDCPR to those as well, while expressly not barring permission being granted under the Town Planning Scheme regulations in full.

Tip

The practical test is not "which district is this in". A district contains several authorities and can also contain areas carved out of UDCPR entirely. Establish the authority holding jurisdiction over the parcel first, then read the code that authority works under.

Why the Regional Plan case is different

Of the six, the Regional Plan limb is the one that surprises people. The Authority there is the Collector of the District, a revenue officer rather than a planning body, and Regional Plan areas also carry an additional layer of regulation in Chapter 5 that expressly prevails over the general chapters. Both facts point the same way: a Regional Plan parcel is not simply a municipal parcel further from the city. See what Chapter 5 changes.

What this does not tell you

Knowing who signs is not the same as knowing what they will approve. The entitlement comes from the zone, the road width, the plot size and the chapters that apply to that authority, which is where the FSI rulebook starts.
